Model ReleaseThe Federal Copyright Act states that the photographer owns the copyrights of the photographs and consequently controls how they may be used.

Copyright law is slanted in favor of the creator and the Copyright Act gives the copyrights of photos to the photographer, not the model.

The exception is if the model pays a photographer for his services and gets them to sign a copyright transfer release.
